Why the Driving Licence Exchange is Mandatory

Under Portuguese law and EU regulation, non-EU nationals who become resident in Portugal must exchange their foreign driving licence for a Portuguese one within 185 days of establishing residency. EU/EEA nationals do not need to exchange their EU licence, but it must remain valid — and renewal of an EU licence while resident in Portugal must be done through the Portuguese IMT system.

Many expats deprioritise this until a situation forces their hand: an insurance claim where the insurer queries licence validity, a car purchase requiring proof of Portuguese licence, or a renewal request from their home country authority that they can no longer process from abroad. We recommend handling it proactively, not reactively.

Which Licences Can Be Exchanged Without a Test?

Portugal has bilateral driving licence agreements with numerous countries that allow direct exchange without sitting a theory or practical test. These include most EU countries, the UK (under specific post-Brexit conditions), USA, Canada, Australia, Brazil, South Africa, and others. Note: Even for direct exchange countries, the process still requires a medical certificate, certified translations and an IMT application. It is not a simple swap at a counter.
